Some servers has a hunger system. Why not have one to encourage passive rp? It will work like this. Eat the food and drink to a high level and have your abilities increased. Normal levels like satisfied is normal levels and starved and dehydrated is hindered abilities. If you have a question about this I'll answer it.

I would put this in but the problem is what if some citizens cant get food. I don't know the plugin well so I have a question to you. Would you starve to death with that plugin?

They won't starve to death. I haven't seen anyone starve to death with that plugin while I played on Lemonpunch for weeks if not months.
